He was born in Adana in 1956. Cetin Topçuoğlu, who started to work as a civil servant in Çukobirlik in 1979, retired in 1998. He played football as an amateur in Adana Demir Spor for two years. Topçuoğlu, who started taekwondo in 1973, became world champion many times and received awards. He was named referee of the year in 1992 and 1998. He worked as a volunteer at IHH and Adana Humanitarian Aid Association. Actively participating in humanitarian aid efforts, Topçuoğlu always stood by the victim and the oppressed. She worked with her husband, Çiğdem Topçuoğlu, in all activities for the youth in the education, culture and youth commission of the Adana Humanitarian Aid Association. Discipline, determination and the desire to fulfill the task in the best way were among the characteristics that defined him. While saying goodbye to his friends, his last words were, "We became world champions in taekwondo, now it's time for the hereafter championship inshallah."
